Kenneth Hines has practiced law for 18 years, with criminal defense as a consistent component of his practice throughout his career. His earlier work also included family law, business disputes, and probate matters. Since joining the Law Office of David D. White, PLLC, Kenneth’s practice focuses exclusively on criminal defense, with particular concentration on the firm’s expunction and nondisclosure work.
Earlier in his career, Kenneth served as General Counsel to the Texas Senate Jurisprudence Committee from 2010 to 2012. He has also contributed to the Supreme Court of Texas Permanent Judicial Commission for Children, Youth, and Families Legal Representation Study Workgroup. These roles give Kenneth a working understanding of how Texas criminal statutes are drafted, debated, and interpreted, which matters when a defense argument turns on legislative intent or statutory construction.
At the firm, Kenneth leads the expunction and nondisclosure practice. He manages cases from initial eligibility analysis through petition drafting, hearing, and order entry. Travis County expunctions are handled on a flat fee of $1,900; expunctions in surrounding counties are $2,500. Kenneth also handles trial-level criminal defense in misdemeanor and felony matters and primarily covers cases in Travis, Hays, and Caldwell counties.
Kenneth approaches every case the same way: read the file in full, identify the points where the state’s evidence is weakest, and develop a strategy from those facts. Many clients arrive at the firm having interviewed multiple attorneys who quoted a fee and proposed a plea posture before reading discovery. Kenneth’s view is that strategy that precedes the file is guesswork.
The firm’s three attorneys work each case together through weekly case reviews and shared notes in Clio. When the attorney appears at your setting, they have been on your case from intake. Kenneth answers after-hours calls through the firm’s call routing system.
The Law Office of David White helped me through the most insane experience of my life.
